Licensed to Build: Understanding the ACT's New Property Developer Licensing Framework

Under the Property Developers Act 2024, individuals and entities involved in residential building projects of three or more dwellings were required to hold a property developer licence from 1 October 2026. This landmark reform introduces a licensing regime designed to improve accountability, transparency, and build quality across the sector.

With licence applications open and a 12‑month transition period underway, it was essential for practitioners advising developers, financiers, and other relevant stakeholders to understand the scope and implications of the new scheme.
